Disorderly Conduct at Main Street Depot, Drug Bust on 75th Street: Police Blotter

Downers Grove police reports, Jan. 10-21.

MONDAY, JAN. 21

Disorderly Conduct at Main Street Depot

John K. Schlachter, 58, of the 700 block of Liberty Drive in Wheaton, was arrested around 5:16 p.m. at the Main Street train depot, 1000 Burlington Ave., police said.

The victim told police he was at the train depot with his girlfriend when Schlachter entered and said, "Hey, give me a hug," then proceeded to hug the girlfriend, according to reports.

The victim became upset, and asked Schlachter to leave his girlfriend alone, police said. Schlachter reportedly began yelling racial slurs at the victim, prompting a back-and-forth exchange between the two men.

Schlachter then took a long, silver object from his bag and began waving it in a circle, telling the other man, "... this will mess you up good," according to reports. The victim was alarmed by Schlachter's behavior, so he called the police.

When Schlachter left the scene, the victim observed him go into the library, police said. Officers located him in the second floor of the library.

Schlachter denied threatening the victim and said he had no weapon, but the officer located a long, silver paint can opener in his bag, according to reports. Schlachter said he uses the object to open paint cans, and did not threaten the victim with it.

Schlachter was charged with disorderly conduct, and was released on an I-bond.

Criminal Damage to Property

Police were dispatched to the 1500 block of Brook Drive around 7 a.m. for property damage report.

The victim told police the rear passenger side window on a work vehicle was broken, though nothing appeared to be missing or disturbed inside.

Retail Theft

Irmantas Zilinskis, of Addison, was arrested around 2:43 p.m. at a store in the 3300 block of Finley Road, police said.

A store employee told police he observed Zilinskis remove an iPhone case from its packaging and place it on his phone. He then proceeded to the checkout area and purchased a lower-priced item, according to reports.

Zilinskis was charged with retail theft, and was issued a March 6 court date in Wheaton.

THURSDAY, JAN. 10

Drug Bust on 75th Street

Marquett D. Elliot, 26, of Willowbrook, was arrested around 11:15 p.m. near 75th Street and Lemont Road, police said.

Elliot was stopped for driving without a seatbelt and driving on a suspended license, police said. During the stop, officers detected a strong odor of freshly burnt cannabis from inside the vehicle, according to reports.

One of the officers located a metallic pipe with residue of burnt cannabis in the glove box, along with a small baggy in the cup holder that contained a green, leafy substance, according to reports.

Elliot was charged with unlawful possession of drug paraphernalia, and was cited for failure to wear a seatbelt, operating an uninsured motor vehicle and driving on a suspended license, police said.

Police Blotter information is provided by local law enforcement agencies. Charges are not evidence of guilt. They are a record of police actions taken on a given day, and persons charged with a crime are presumed innocent until proven guilty in court. If you or a family member are charged or cited and the case is subsequently adjudicated, we encourage you to notify the editor. We will verify and report the outcome.

The man from Liberty Drive should be charged with assault. How else would the victim have known about the silver object if he wasn't threatened with it?

Since there was a weapon involved would it be assault with a deadly weapon?

You basically promise to show up for the court date and they waive the bail money.

Why don't we stop using "700 Block of Liberty Drive in Wheaton" and just give the name of the PADS shelter there? Why do we have to go through this ruse as if these people are permanent residents of somewhere? If the names of the shelters are published enough, maybe it will finally put some pressure on them to try to take some accountability for their patrons.

Just for information, the DuPage PADS is at 705 West Liberty Drive in Wheaton. Now it's possible that Mr. Schlacter just happens to reside on the same block.

Classic move seeking refuge in our library after commiting this crime. So comforting as a resident and library patron. Hope all the PADS folks enjoy the library remodel too.
Our library needs to take some accountability too. I know the library considers itself very public and everyone is welcome, but perhaps if you commit an assult and flee with the weapon into the library you should be asked never to return?

I have spoken with people at the Library and they are in a bad position. Because it is a public facility, they cannot restrict access to anybody. And, they are completely unprepared to confront potentially violent persons. This is why PADS facilities or PADS itself should have strict rules about individuals who commit any crime in their community. If they do, permanent ban. Plain and simple. It protects the community, and it protects the majority of the people who truly need PADS, but don't cause any troubles and respect the community. Finally, it would do a lot to take the pressure and negative sting off of the PADS program and people who run it.
