Man Runs From Police at Donut Shop

Retail thefts, school theft and damage reported.

The following incidents and arrests were reported by the Downers Grove Police Department:

Felony and misdemeanor charges  

Billy R. Manning, 33, of 4500 S. Raymond in Brookfield was charged with felony aggravated driving while license revoked and misdemeanor obstructing justice after running from police at Dunkin Donuts, 522 Ogden Avenue around 10:20 a.m. October 20. An officer on patrol checked the registration on the van Manning was driving after it made an abrupt turn into the donut shop. The check revealed Manning had a suspended and revoked license and a warrant issued from Chicago. The officer called for assistance, waited for Manning to come out of the business and questioned him about the van. Manning told the officer the van was his uncle’s van and when asked for identification Manning said “I’m a sovereign citizen I don’t have to carry any identification." The officer then asked him for his name and Manning said he didn’t have to tell him anything and added “Obviously you think I am Billy, but I’m not him." Manning turned and walked away from the officer. The officer warned Manning of obstruction charges but Manning began to run, losing his shoes and continuing barefoot through the drive thru of the donut shop. Manning ran eastbound along Ogden Avenue, turned and went north toward Douglas Road. The officer started to chase Manning but returned to stay with the vehicle and gave officers coming to assist a description of Manning. The area was searched but Manning was not found and dog units tracked a scent, losing it just south of 41st Street and Fairview Avenue. According to the report, Downers Grove Police had previous contact with Manning at his girlfriend’s home in the 100 block of 41st Street but no one was there when officers went to the home. At 1:40 p.m. officers found Manning walking on 41st Street attempting to conceal his identity with a scarf and hat. Manning was charged and transported to DuPage County Jail.

Items from stolen wallet found

The plastic section of a wallet containing cards and identification was found in the 600 block of Franklin Street around 3:20 p.m. October 23. Police contacted the owner of the items and it was determined the wallet was taken from his car parked in an opened garage in the 600 block of Austin Avenue. Another ID case containing credit cards was moved in the car but the only thing missing from that case was a state identification card. The owner said he had been home all day, but working in his backyard and didn’t remember seeing anyone near his home. According to the report, items stolen included the wallet, $350 in cash, a credit card, health cards and papers in the wallet. An officer recovered a dollar bill and some of the papers when he walked down the owner’s street.

Retail Theft

Floricel Mendez, 37, of 284 Woodstock Avenue in Downers Grove was charged with retail theft after allegedly wearing a pair of shoes valued at $25 out of TJ Maxx Home Goods, 7347 Lemont Road around 6:50 p.m. October 23. Mendez was observed and videotaped by a loss prevention employee putting the shoes on, returning her own shoes to the rack and then eventually leaving the store with the shoes on her feet. She told the employee she forgot she was wearing the shoes.

Betzaida Celedon, 18, of 27 Briar Street in Glen Ellyn and Yesica Lobatos, 19, of 816 College Boulevard in Addison were charged with state retail theft charges and a juvenile female received one village count of retail theft after allegedly taking clothing, jewelry and cosmetics valued at $326 from Kohl’s, 2920 Finley Road around 9 p.m. October 20. A loss prevention employee watched the three females on video cameras allegedly take the items into the fitting rooms and exit the rooms without the items. The three were stopped outside the store and once in the security office admitted to putting the cosmetics and jewelry in their purses. They also admitted to wearing the clothing items underneath their own clothing. All three were processed at the station and released.

Fired worker refuses to leave

Police were called to Molex Corporation, 5224 Katrine Avenue around 4 p.m. October 24 when a temporary employee at the business refused to leave the premises after being fired. According to the report, after the woman was told by a human resources employee she was fired, she refused to return a company shirt and tried to re-enter the business through another door. The employee called police and officers explained to the woman several times that she needed to leave the business or she could be charged with trespassing. The woman refused to leave asking to talk to a group leader at the business. Police explained the trespassing arrest to the human resource employee who said he would sign a complaint. Police transported the woman to the station but when the employee came in to sign the complaint he said he changed his mind about proceeding and the woman was released. The woman agreed to return the company’s shirt and police took her to get her car warning her not to return to the property.

iPhone taken at high school

A student came to the police station to report his iPhone 4 valued at $300 was taken from his gym locker at Downers Grove South High School, 1436 Norfolk St. between 2:30 p.m. and 3:20 p.m. October 20. The student left the phone in between his clothing and gym bag in the unlocked locker at the school.

Bench damaged at high school

A bench was damaged at Downers Grove North High School, 4436 Main Street between 8:45 p.m. and 9 p.m. October 14. Police viewed video footage at the school and saw three males wearing hoodies walking around the area where the benches were located. The males sat down on the benches and then lifted one of the benches up, flipped them over and ran away.
