Downers Grove Recognized for Distinguished Budget

The village was recently honored by the Government Finance Officers Association with a "Distinguished Budget" award for its 2013 Municipal Budget document.

The village of Downers Grove was recently honored by the Government Finance Officers Association (GFOA) with a "Distinguished Budget" award for its 2013 Municipal Budget document.

This is the fourth consecutive year that Downers Grove finance director Judy Buttny and staff have earned the award, which reflects the commitment to meeting the highest principles of governmental budgeting.

Downers Grove's 2013 budget satisfied nationally recognized guidelines for effective budget presentations, according to village spokesman Doug Kozlowski. 

The guidelines are designed to assess how well an entity's budget serves as a policy document, a financial plan, an operations guide and a communications device. Downers Grove's budget was rated proficient in all four categories, village officials said.

The GFOA is a non-profit professional organization with more than 17,000 members throughout North America. The award encourages and assists state and local governments to repare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA's recommended practices on budgeting. 

Reports are evaluated and reviewed by members of the GFOA professional staff and by outside reviewers with experience in public-sector budgeting. Budget documents must be rated proficient in 14 mandatory criteria to receive the award.
