The council voted unanimously Tuesday to award a $548,740 contract to ENCAP, Inc. to turn the 2.5-acre man-made pond into a flowing waterway.
A 2.5-acre man-made pond in Downers Grove will be turned into a flowing waterway in the coming years, despite ongoing opposition from nearby residents. The Downers Grove Council voted unanimously Tuesday to naturalize View View pond, located in the Valley View Estates subdivision west of Main Street and north of 75th Street. The project will turn the water into sustainable marshland with a flowing waterway, officials said. A $548,740 contract was awarded to ENCAP, Inc. to both design and build the new waterway. Over the years, Valley View pond has suffered from poor water conditions, odors, algae blooms and more as a result from sediment buildup, waterfowl presence and a lack of substantial vegetation, according to village officials. …

The village council will meet at 7 p.m. Tuesday at Village Hall, 801 Burlington Ave.
The Downers Grove Village Council will consider two ordinances Tuesday that would increase the water rate and fees for commuter parking spaces. The village of Downers Grove currently buys its water from the DuPage Water Commission, which buys Lake Michigan water from Chicago. The commission voted last year to raise its water rates every year in 2015 after Chicago officials instituted a rate hike that amounts to a 90-percent wholesale increase over the same timeframe, according to the Daily Herald. The commission also added on another 19 cents per 1,000 gallons, according to the report. Downers Grove staff recently adjusted the village's water rate model to account for the increases, as well as the recommendations of the 2010 Water Rate …

The council is expected to vote on the measure Dec. 4, despite continued opposition from nearby residents.
After months of discussion and meetings with nearby homeowners, Downers Grove officials are maintaining their position that naturalization is the best option for the Valley View pond. During the Downers Grove Council's Nov. 20 business meeting, village staff presented a recommendation to award a $548,740 contract to ENCAP, Inc. to "naturalize" the 2.5-acre, man-made pond, turning it into sustainable marshland with a flowing waterway. The pond, located in the Valley View Estates subdivision west of Main Street and north of 75th Street, was man-made by the developer in the 1970s while building the subdivision as a way to meet detention requirements and as a feature that could be marketed to potential homeowners. The story goes that if the …

Let me understand... the pond's soil is too toxic for a landfill, yet most (?) of the persons living around the pond view it as a selling point b/c they can fish in it? And I thought the people fishing in Barf pond on 55th and Washington were crazy... (Funny thing about fertilizer we put on our lawns. Our children can play on it but it is too toxic to be thrown in the garbage can. Read the back …   more ›

Residents still uninterested in pond naturalization, maintain desire for dredging.
Much like during the June 19 village council meeting, little common ground was found between village officials and residents concerning what to do with Valley View pond during Tuesday night's council meeting. The pond, located in the Valley View Estates subdivision west of Main and north of 75th, suffers from poor water conditions, odors, algae blooms and more as a result from sediment buildup, waterfowl presence and a lack of substantial vegetation. During the June 19 council meeting during a “workshop” session on the subject, the two primary options presented were to either dredge the pond at a village-estimated cost of nearly $1 million or “naturalize” the pond, converting it to a sustainable marshland for nearly half the estimated …

Council and public discussed whether to dredge pond or naturalize it during Tuesday night's village council meeting.
During Tuesday night's village council meeting, the council was presented with an interesting dilemma during a workshop involving “repairs” to a pond: Should they spend more money on a temporary solution that appeases the residents affected or do they save money on a sustainable solution those affected do not want? Such was the situation Tuesday as the council discussed what to do about the Valley View pond during the “first read” section of an otherwise light council agenda. The pond, in the Valley View Estates subdivision west of Main and north of 75th, suffers from poor water conditions, odors, algae blooms and more as a result from sediment buildup, waterfowl presence and a lack of substantial vegetation. The village assumed it would …
