Illegal Grocery Store Behavior?

I was at Westbrook Market (63rd and Cass) a couple mornings ago and noticed the workers were opening pre-packaged berries, sorting the berries, throwing out bad ones, closing the package, and putting it back on the display!

This is wrong on so many levels:

1) The package is no longer the correct weight; it is under weight.

2) Once a berry is moldy in a package the rest are contaminated very quickly, you just don't see the mold yet.

Who can I complain to in the government? I don't want to waste time complaining to store management since it seems safe to assume that store management directed the employees to do this.
